This PR adds a script to cut files. It still requires detailed knowledge of the file structure to cut only after complete data packages, but provides a cli to facilitate the file manipulation.

@samuelgarcia. This is not exactly in the focus of this repository, but still a useful script for many of the files here. What do you think of also documenting it here?
