The 'listing' option for repositories is not applied to forks of that repository, but forks are by always listed. I didn't find an option to change this setting for forks. Is this intentional?

No this should be fixed. It's a side effect of the privacy settings not being available for forks. Forks should inherit the privacy setting of the upstream repository so the privacy settings aren't visible. Since we put the visibility option in the same settings block, it's no longer accessible for forks.

We should either move the setting, or show the settings block (while locking the public option to the upstream setting), or we could also just unlist forks altogether.
